OBS microphone settings will not go through .

I have recently downloaded OBS and added several filters.
When I hear my microphone through OBS the filters work, but when I use my microphone through apps other than OBS, the filters do not work.
For example I recorded my mic through this "Voice Recorder" application and its using my microphone default settings.

Anyway to solve this ?
