I figured something out. So I figured if was just display capture that was causing it so I clicked on it an it turned normal for a very split second. If you kept clicking on it it kept doing it. So I now knew it had to do with display capture. I turned the capture method in properties to windows 10 from automatic and it seems to be working normally. The only other option is DXGI Desktop Duplication and I have no Idea what that is. If anyone has similar problems and finds this down the line I hope this helps.
