Okay so having minecraft open without having obs open i get a stable 600fps but and when in fullscreen get around 800fps. When i have obs open without recording or streaming and go from full screen to windowed i cant get over 30 fps. My specs on my pc is a Intel core i5-6500, 16GB of ram and a Nvidia Geforce GTX 950SSC. My drivers are updated and im pretty sure i correctly disabled shadow play. Im pretty sure it started occuring after updating my drivers.

Turn on Multi-adapter Compatibility, it will increase your frames enough to where it is playable, but it doesn't bring it all the way up again. I've had to figure this out on my own as I'm having the same issue :( I recommend to try capping Minecraft at your monitor refresh rate and see if that helps.

Turn OFF multi-adapter compatibility. There is no reason to use that option on that system.
