Question / Help OBS locks fps to 20 when open,Win 10

So I had Win 7 and OBS aswell,used to have a stable 150 FPS with recording,lately I've upgraded to Win 10 and IF i open OBS and the game the fps will be dropped to 20 and 23 FPS maximum,even if i dont record with OBS,only opening OBS would drop the FPS,this happend when i upgraded to win 10,any fix?
