OBS Live Stream freezes every few seconds but audio does not.

So I built a brand new ASUS NUC 15 Pro Plus computer with the core 9 Ultra processor, 128gb DDR5 RAM and streaming is freezing every few seconds. I lowered the bitrate to 8000 but the same problem. It says 0 dropped frames at the bottom. Logs say no critical issues. I've tried both methods of video encoding, QSV H264 and QSV AV1. Both the same results. CPU is not busy 25 to 30 percent, GPU 40-50 percent. 12GB of RAM in use. Not sure what to do next I'm running the latest drivers. I am really frustrated at this point. Second, OBS asked if I wanted to broadcast at 30 or 60 and the tests it ran said I could do 60. Most of my content but not all is 23.98FPS @4k. Oh Also I have 5gig Fiber, I am hard wired to the Fiber at 2.5gb ethernet.
