Question / Help OBS.Live kb/s drops to 0 for 1-3 seconds then comes back.

I have an issue that just started yesterday and has not gone away. I have done most the steps provided to test with. But the only one I have not done is stream to another service as I don't have anything setup to do that. I am getting 0 dropped frames and only the kb/s issue.

1. I have changed servers and I have the same exact issue no matter the server.
2. here is my Twitch Bandwidth test (long) https://i.imgur.com/OKafCNU.png - As you can see I am getting 10,000+ on pretty much every server. I am connecting to the DFW server. Here is a screenshot showing this happening from Twitch Inspector: https://imgur.com/n3mDmHu
3. Started at bitrate of 6000 and decreased to 5000 then to 4000 and all have same issue but as you can see with the twitch bandwidth test this should not be an issue.
4. This is all on wired network nothing is wireless.
5. This was the only step I haven't tried I can try this if needed but wanted to show other steps as I don't have another service right now.
6. I added exceptions for OBS as well as made sure the tcp port was open on outbound. But again been streaming for a while now with no issues.
7. Anti virus disabled for testing and exceptions for obs 64/32 added in.
8. I do not have any network helper software installed.
9. All drivers are up to date.
10. Tried the new network code while it did seem to improve I am still getting drops but they are happening every 30-40 minutes now instead of random.
11. Bind to IP is set to default.
12. Hardware is all checked out and working great. The only issue on the whole network is the kb/s randomly dropping to 0 then going back to normal.
13. I have not contacted the ISP since no where else including the twitch bandwidth tool is having any problems.

I am really not sure what to do at this point. Any ideas would be greatly appreciated?

In this log, streaming starts but isn't stopped, so summary performance data isn't written. That data would include information about frames dropped due to network performance issues.

Well there was an update today and so far I changed 0 settings and no changes anywhere else and no kb/s drops in 1.3 hours so far. So hopefully whatever was in the update fixed it.

Your log is full of thousands of repetitions of this error. You may want to see if you can track down the source of that; in my experience, OBS performance can be impacted by things like trying to load images or other assets from network volumes if those files can't be found or if the volumes aren't mounted.
