Question / Help OBS Lags / Very low bit rate and frame skipping

Hi everyone, I have the following problem, I streamed for several months through the OBS and everything was fine, but yesterday I updated the drivers and after that strong lags began in the obs, they were not there before, the bitrate is very low, frames are constantly skipped. Even if I record an empty scene and put weak settings, nothing changes. I attached a log file. Please write it because of the drivers? And if so, for what? If anything, I have half a Gigabit Internet and an obs setup wizard sets 10000 bitrates in obs.

Looks like your bandwidth cannot handle 10 mbps. Try and set a lower bitrate.

Yesterday I streamed with a 15,000 bit rate and bicubic scaling, and nothing lagged, obviously the problem is in the drivers.

Both the first and second attempt in the log shows significant connection lag/stalls (~70%)
