Question / Help OBS Lags Stream

I have been trying to stream more but my problem is my stream is stuttering a lot. https://www.twitch.tv/videos/230212574?t=00h05m31s clip if the lag. I have tried changing my bitrate, res, encoder, downscale factor everything I could think of. I tried streaming using geforce experience and I don't have the lag so I know its OBS. Sorry if the settings are shit am noob

Make sure u set keyframe interval (2 sec) If that doesn't help, tick bind to IP (Low latancy)
It will help for sure ;)
