OBS Lags a lot.. help!

OBS has been lagging for me recently. My recordings are very laggy, and my game itself loses a few FPS, but the recording makes it seem as if I were playing on a 1998 windows machine.. How can I make the lag stop? I have already tried uninstalling and reinstalling, restarting pc, etc. Running as an Admin makes footage look better, but the same basic issues are prevalent.

That is an old, low end CPU (i5 3rd gen, we are on 11th gen Intel Core CPU laptops already, and 11th gen desktops in 2 months)
real-time video encoding is hard work. and you have an old CPU and GPU, and updated to latest and greatest free video compositing tool. And you log is too short and doesn't show any obvious encoding problems (too me, I could be wrong)
And then there are Windows Updates driven changes (which you are out-of-date on). I don't know enough, as I see NVENC indicating supported in the log, but are you actually using it (vs CPU driven encoding option)??

I'm poor :(

NO worries
You just have to be realistic about asking for high performance (real time video encoding) from a mediocre performance device...
So, try streaming/recording for a many minutes, and that post that log. Others who are way more knowledgeable than I will hopefully chime in on some settings optimizations.
If you've looked online for how to record/stream at high quality, and tried mimic'ing those settings.... that probably won't work. Hopefully you can offload some video encoding to the GPU using NVENC (maybe), and then lower settings sufficiently to have a stable system
