Question / Help OBS Lagging Frames

I've been having an issue where I'm running games perfectly fine, but can't record/stream them at a proper framerate. These games include but aren't limited to: Overwatch, H1Z1, Rainbow Six: Siege, Dead by Daylight, The Division. In each one of these games I can run them perfectly fine, but in random places OBS decides to output at a lower framerate.

Here's My PC Specs:
  • CPU: AMD FX-8350
  • GPU: NVIDIA GTX 970
  • RAM: 16GB Corsair Vengence

I've opened up my Task Manager while I'm recording and streaming and see that my cpu is almost always under 80% utilization while in-game, so I don't understand why OBS is lagging frames when my cpu isn't the issue. I've tried messing around with process priorities, and it hasn't helped. Any response would be greatly appreciated, because I'm at my wits' end.

https://gist.github.com/46693005ddb6104eff2bd4c283ed9300 It's been a couple of days and I haven't made much progress finding out what the problem is. What I just linked is a log of my most recent broadcast which ended a few minutes ago. I had to change the framerate back down to 30, and even then I still had to disable the preview to be able to stream RB6 at 30fps (even though in-game it's running perfectly fine). Please note that I was using NVENC because I'm unable to play and stream cpu intensive games at 60fps with just an AMD FX-8350
