OBS Lagging, Frames Dropping, Everything just not working

I don't know what data to provide to show what is happening within the OBS to cause these issues. I have streamed to Twitch for 2 years without any issues up until about a week ago. Every time I hit the go live button OBS just immediately starts dropping frames. It reports in the Stats section that it is due to rendering lag, and the entire program freezes when I click into the game. I have checked my task manager and Neither the CPU, GPU, or Memory is bottle necking with the applications I have open, in fact the total usage for the CPU sits at about 30-50% depending on the game.

It doesn't matter if the game if high graphics like Elden Ring, or something similar like playing Rustys Retirment. My computer is connected to the internet through an ethernet cable and I have tried resetting and restarting the router multiple times to try and fix the issue. I have also run the internet speed test. It showed and upload speed of 70 Mbps when not streaming, 59 Mbps when running a stream bandwidth test, and 58 Mbps when running an actual stream while OBS reported 0 frames.

I thought this problem might be exclusive to Twitch, but I also tested streaming to Youtube and the same problem occurred. I attempted to uninstall and reinstall OBS but this did not change anything. I attempted switching to an older version since the newest came out around the time these problems started and there was no change. The program itself doesn't crash and will just sit there, so I have no crash logs to provide. I also tried to check the file integrity but when clicking the button it does nothing. This is the same when attempting to check for updates. I looked at the logs that provide and address link and at first I had a bit of an incompatibility with an audio device. I fixed that but that also did not change anything.

When testing the stream both OBS and Twitch report fine bitrate, and the stats don't report any dropped frames. But when I actually go live it immediately drops after about 5 minutes (if I am lucky it lasts that long). I also attempted to change the bit rate output and use the recommended settings that are provided in the general assistence thread for this problem. None of them had an effect either.

Now when I try to use the auto configuration wizard to get it to give me a good set up it refuses to run it. It will start the progression bar at 33% and then just sit there. I have given it up to 30 minutes to do something but instead it stays stuck at 33% and then when clicking out it crashes the application but also doesn't make any sort of crash report. I have also downloaded and ran the twitch bandwidth test to see the best server, this also did not change anything.

I have updated the drivers on my computer. Windows itself is up to date. I even went and got a new stream key for Twitch and nothing seems to be solving this issue. Any screenshots or logs needed I can provide if I have, but as I stated OBS isn't creating crash logs.

This was a recent test I ran where it again began dropping frames about a minute in. It picked them back up. But this wasn't streamed live and was run as a bandwidth test with the Twitch Inspector.

1. The Hardware-accelerated GPU scheduling ("HAGS") feature in Windows is currently known to cause performance and capture issues with OBS, games and overlay tools. We recommend disabling it via these instructions as a troubleshooting step.
2. Run OBS as Admin
3. Disable Multipass by setting it to single pass and also disable look-ahead and adaptive quantization. Those all use additional GPU.
4. Use TwitchTest to make sure you're connecting to the best server for your location.
5. Before you stream: Settings > Advanced > Network > enable Dynamically change bitrate. [apply] [ok]

We need a complete log. The one you provided is only a Start stream. Need a log with start and stop stream of at least 30 seconds replicating the issue.
