obs kernelbase.dll crashing on start up

I've had this issue with few months; I've updated both my intel and nvdia graphics; I've tired turning off razer app and nothing has worked. I need get this software working so I can get back into recording // streaming without issues.

Just wanted add, I updated my intel drivers, updated my Nvidia drivers, turned off net frame work and uninstalled and reinstalled obs 4x and check for windows update and nothing showing up.

I honestly don't know what else I can do fix it.
