Your log shows these two statements:

The first entry says that your GPU (a Radeon R4) can't render the frames fast enough and 77% of the frames can't be processed in time to be recorded.
Passmark Benchmark of 334 is lower 1% of modern day CPU's and it doesn't even fall on the
high end GPU Passmark list.
The second entry says that the CPU cannot encode the frames fast enough and 86% have to be ignored. Video encoding is a very compute intensive task. Looking at your
CPU's Passmark benchmark rating, it is extremely low at 959. You are at the lower 1% of modern day CPUs and dont even fall on the
high end Passmark list.
This means you don't have a good computer to do OBS recordings. There is nothing you can do except get a better computer.
Unfortunately, OBS doesn't list out its minimum requirements well and make that clear to its users. My advice is to buy hardware that is in the
upper 30% of the current Passmark CPU and GPU high end lists and be prepared to spend the money.
I would suggest that you do the following also to see if it can pass:
- Turn down all the in game video settings to their lowest (i.e. From high to low)
- Watch CPU load and get rid of any programs and processes that you don't need running
- Record at a lower FPS setting to reduce processing
- Output at no more than 1280x720 for your laptop. You don't have strong hardware to do 1080p (1920x1080) recordings.
