OBS keeps going into the Red and back out every 3 mins

I have been having OBS issues for about a month I have been troubleshooting the Issue. I think its my ISP but I want to make sure it wasn't anything else that I am just not overlooking. My internet Speed and Hardware specs should be more than enough for it to handle the Settings im on and Downscaling doesn't seem to help as much.

The streamelements plugin replaces core components of obs, and literally vomits all over your logs, making them unreadable.

as I saw on someone's logs recently (assuming not you) a large number of

I'd guess your issue is one or more plug-ins

@Lawrence_SoCal Is there anyway to disable it off of OBS? I only use the Twitch Browser chat so I don't really need it on the OBS panels.
@cyclemat Just did that for some reason The Testing mode doesn't show me the difference until it actually goes live so I will Message back if it works or not the next time I stream.

@cyclemat It seems to have dropped frames in the testing now but it didn't dip in test mode
