OBS kb/s Square to Red After Weekend Update

After the last update this past weekend, OBS has not been able to hold a stream for a steam game known as "The Isle" on my Twitch Channel (though I love the built-in Bandwidth Test Mode!). I use a Lenovo Ideapad Gaming 3i Laptop, and seemed to be working fine with a video bitrate of 1000 kbps. Now after the update, those specs seem unusable. ISP confirms dedicated internet, and because I use a laptop I streamed successfully at 480p at 30fps. Since the update, I've maneuvered between 100 - 1000 kbps, to no avail. Any advice for settings to help stabilize kb/s for streaming? Here's my latest log:

I'm also attaching the last stream that I had done successfully with OBS Studio and this game.


Then that weekend came the automatic update for OBS, then I couldn't properly stream this game after that.

Did this happen after the Windows 10 update?
A Win10 update would not cause this.
His connection to the server started having an issue. Fun part about the internet; 95% of your connection to a server is completely outside of your control, and can change from good to bad and back with you changing absolutely nothing on your end. So network problems can start and stop on their own.
The logfile showed that his connection to the server could not maintain the throughput configured, at the time of the attempted stream.

Thanks for the reply. Has the issue been resolved?

If not it could be this known update as people on independent Laptops and running Servers are experiencing an issue that cannot be fixed without reversing the windows update.

Frankly there are people who think that 5G causes COVID, and that waving chickens over a server will increase throughput.
Any time a new update rolls out and ANYTHING goes wrong, there's a section of people who will blame it on the update, and jump to open a thread on the MS forums.
The only way to test and be sure if it's actually related is to roll back the update to see if it disappears, then re-apply the update to see if it recurs.
Most times, it's just "last thing I remember having changed" being blamed.
