OBS just won't keeps its bitrate, can't stream

Last one was run in admin; they're all otherwise the same.

Streaming to twitch with 6k. It will sometimes have windows of random length where it will sit around 6k and behave, and then it'll go on some random length of time where it'll go from 0-20k bitrate on its own, crapping the stream out the entire time until it's stable again. This last time, when it started to fail, it just never recovered.

I've been having a problem for more than a week. I didn't change anything in that time more than a camera crop. I've done a fresh install. This started before I upgraded to the newest version, and the fresh install was after the update.

I'm getting incredibly agitated with whatever the problem is. I essentially can't stream at this point. I'm hoping there's something glaring in the logs, and it's an easy fix.

Normal issue within internet connection. Most common with some ISPs when they change hardware and "forgot" to keep the same settings for protocolos others than web. Streaming uses RTMP protocol.

I appreciate the help. I addressed the issues from the analyzer.

Is there a separate solution for the ISP issue? I doubt they'll help directly if I contact their support, or even know what I'm talking about. If I'm able to effect the change you're referring to on my end, I don't know how.
