OBS issues with setting up and using Video Capture Devices

I'm having trouble with OBS initializing and setting up Capture Devices (webcams, capture card, etc.). I've used OBS with no major problems for years now but this started happening more and more over the last 6 months. I have had Nvidia Broadcast and my EVGA XR1 setup in OBS for a while and sometimes they would just not initialize some times, causing OBS to crash. Now this issue is happening more often than not.

Attached at the logs, it crashes at the initialization of any USB video device most of the time. Attached is a log where the video actually opened and connected but crashed when adding another source, as well as a version where it just didn't initialize at all.

Things that I have tried:
  • changing USB ports for devices
  • completely shutting off Nvidia Broadcast
  • verifying that OBS has access to my cameras in windows
  • removal of OBS and reinstall
  • removal of OBS and back stepping to v27
  • complete removal of OBS and all settings, starting from scratch
  • SFC and DISM scans/repairs
  • creating a new local user on my computer (this actually worked perfectly fine)

To add some more information. This is what happens 99% of the time. It will stop responding when you try to go to the properties for Video Capture Devices and then close out. It will never actually crash so we never get a crash report showing where it has a disconnect with Windows. The fact that this does not happen on a different account on the same computer is very weird.
