OBS issues and audio issues as well

I've been having continued issues where OBS will just completely lose connection mid stream, then when it comes back the audio mixer is picking up audio, but nothing is coming out on stream. Even if I restart my OBS by closing it in task manager the issue still persists until I restart my PC. I check packet loss and my internet and it's completely fine on that front with reasonable speeds and no packets lost, yet OBS continues to have constant daily issues and I'm not sure if it's just a problem with OBS itself or what.

That's not a crash report but a log file.
Please follow recommendations and directions on the analyzer you should be using more often:

Always a good idea to get all of you audio devices on same sampling rate... yours are not, per that log
You have a bunch of CPU demanding audio filters enabled. Are you doing real-time monitoring your CPU, RAM, etc utilization?
And chroma-keying?? definitely need to keep an eye on CPU

- Then you have a common item correlated with OBS and streaming issues - streamelements... such a PoS... check your log... all of those errors can cause timeout issues
- be sure to research previously reported issues with Killer Network drivers and streaming ... not my area so no idea if latest Killer drivers fix issue, or if it's a settings thing, or ??

once above resolved, then the slight encoder lag... look into Pyscho visual look-ahead setting that you have enabled.. there are numerous discussions of why you want it, as well as why it sometimes causes issues... ymmv. And 4 B-frames??
