My spect is i5 8th gen, 16gb ram and 2gb vram. But the obs is slowing the PC.

Yup, don't do multiple captures in a scene
Also, run as Admin and try using one of the GPUs for rendering

Your log shows a U model CPU (ie Ultra low power, optimized for battery life, not the computationally demanding task of real-time video encoding.
I recommend monitoring hardware resource (CPU, GPU, RAM, Disk I/O, etc) utilization [for ex. using Task manager’s Performance tab and/or Resource Monitor] to see if your system is being maxed out with your settings (which I'm sure it is)
so start with dropping to 30 fps instead of 60
Your log shows minimal encoding and rendering lag, so some optimization is OBS and your Operating System settings for an under-powered computer will hopefully suffice
Running OBS as Admin has negative security implications, which I don't recommend unless you have to.
