Question / Help Obs is Making pc lag upon startup of obs as well as x264 crashing my pc

hi i am at a loss for words and dont know how to fix my issue ive done every solution on the forums and need help https://gist.github.com/019a39eddf2b0b0473cddad7cbd4ac01 there is the most recent log. everytime i try to stream with the x264 encoder or record it crashes. Nvenhc works just fine
GTX 1080ti
i9 7920x
x299 aorus motherboard

also ive tried both 64 bit and 32 bit, 64 bit crashes my whole pc and 32 bit just crashes obs in the crash log it says my
