Question / Help OBS is lagging and making noise

I am trying to live stream to Facebook, but there is about a 3 second lag on video and audio, and the live feed makes a constant noise.

How can I fix it? and what would be the main reason for the lag and the noise?

I am using:

Intel (R) Core (TM) i7-6700 CUP @ 3.40GHZ 3.41 GHz
NVIDIA(R) GeForce(R) GTX 745 4GB DDR3
16GB (2x8GB) 2133MHz DDR4 Non-ECC
64 bit
My upload speed at 2:30 am according to speedtest.net is 1.98 mbps
