OBS is already running

The issue is that while opening the OBS application, it is showing " OBS is already running" and I couldn't able to proceed the app. My friend at some other place is very less computer expertise. He is helping me to stream a particular location through OBS. He is getting the problem on his screen. I want to know why this bug is showing and how it could be removed? Kindly help if you already experienced the same or know the well suitable solution.

OBS may have crashed and did not cleanly shut down all of its processes. Either quit out of all the remaining OBS related processes (which can include a bunch of CEF Browser Source processes), or do a full restart of the PC if the processes wont release
