Question / Help Obs hogging cpu and causing browser audio stutter

Yesterday when i was recording on a drawing program i started to get some audio stuttering and some brush lag in my art program. originally i thought it was a conflict with Krita ( my art program) and obs, but after some experimentation and several attempts at trouble shooting, i discovered it was obs that was causing the stutter. i also noticed that it wasnt just browsers. i tried using chrome, firefox, and even explorer, as well as the spotify app, but it seemed that anything that played audio would cause stuttering.
i opened up task manager and noticed that obs was using up to 45% of my cpu. i tried following another forum that told me to switch to NVENC and to use 720p rescale output. but noting changed.
i have tried updating all my programs as well as finding any workaround possible.
before any of this happened i hadn't changed any settings, nor had i updated anything beforehand. it just started happening in the middle of a recording.
this still happens when i stream but its nowhere near as bad.
( im not exactly the most teck savy so i'm still learning about some of my specs and how to use my computer)
i use windows seven and a geforce gtx 1060 GPU 6gb. if you need anything else let me know

Logfile needs to include an output session that shows your issue to be useful. (start stream, experience problem, stop stream, upload log).
