log looks fine there aren't many dropped frames. Turn on Vsync or cap your games framerate to 60. If you aren't getting 60 frames cap it lower or raise your settings.

The problem is caused from your computer using all its resources on the game and there aren't enough left for OBS to encode with. Capping your frame-rate frees up some resources so OBS can encode.

As for the blockyness you need to turn up your bitrate 8,000 isn't nearly sufficent for 1080p30 using NVENC. If you are just doing local recordings then use VBR on around 50,000 for 1080p30. Or for even better quality use CQP and set the CQP number to around 16. (more information here)

There are recording presets that configure everything for you, they're detailed in the guide that was linked. The only thing you need to do is make sure Skyrim isn't maxing out your hardware. Nothing too complicated here.
 
I tried super low settings in much less heavy games and even tried Loilo which barely lets me pick any settings at all and I still get random problems with video and audio. Quality is a lot better though. I think Skyrim SE might be too much for my PC even when not recording it but these random bugs never happened on my old Windows 7 PC. I think those might be caused by Windows 10. I already made a few topics on those problems in the past but back then people thought it wasn't a thing. I guess I'll wait until it's resolved and play Skyrim LE instead without recording anything for now. Thanks for the help anyway.
