OBS has been cutting Games performance in Half 240fps locked without Obs running and only 160FPS when Obs is Open

I have a 5800x and a 3080 so I don't see why its tanking my performance so bad especially since I play and record at 1080P I could handle the FPS drop but it also introduces micro stutters whenever I play with OBS open. (Btw Cod MWII is the only game I have this problem for every other game on my pc you cant even notice a drop in FPS at all.) Obs settings attached below Any help would be greatly appreciated.
