Bug Report OBS GPU Usage at idle

Core i7 3770k @ 4.2ghz
8gb DDR3 @ 1866mhz
AMD HD7770 @ 1125mhz
Win 10 64bit

The Gpu usage spikes by obs, happening every minute is giving horrible fps drops in games just by having obs open in the background, not streaming, not recording, not using the replay buffer. Also tested with Preview enabled and disabled, same results.
In case it matters, it happens same on all 3 encoder options: x264, AMD VCE, Intel Quick Sync, even at 360p 500 bitrate.

With the game open and without Obs open, its capped at 60fps and making 70-90% gpu usage. I open Obs, it adds another few % on the gpu usage, still not maxed out. I press the record button, it records solid frames no huge rendering or encoding lags. After 1 or 2 minutes obs decides to ramp up the usage by adding additional % like on the attachments which maxes out the gpu and lacks resources then, produces ingame performance issues.
I would understand if it would be every 3 seconds or constant, but every few minutes its doing the weird gpu usage spike (on same ingame scene where it was low usage and smooth experience in both obs and game)?
 
Fortnite BR for few minutes right now. It maxed out couple times and last time it maxed out it produced stutters ingame (even if framerate did drop only to 50 it felt like 10) for half a minute, after that I stopped the recording and uploaded the log: https://hastebin.com/zokumivejo
