Question / Help OBS Glitching/Jumping

Quite a few days ago i was using an old update of OBS and the video was glitching and jumping. Tonight I uninstalled OBS and reinstalled it with the new update and its still doing it. I don't know how to fix it but I had a few people look at it but they don't know either. Please help.

Hmm, do you think you could do a test recording, restart OBS, and the upload the "last" log? That log doesn't have any information about how your computer performed while recording, unfortunately.

I stream not record but i could record really quickly if you want

That one seems to have the same problem. Are sure you streamed for a couple minutes, stopped it, restarted OBS, and uploaded the last log file? (Not current)

I went into my logs and grabbed the last log file

When I say last log file, I mean opening OBS and going to Help > Log files > Upload Last Log File

So the process is:
* Open OBS
* Do a test stream for a few minutes
* Close OBS
* Open OBS again
* Help > Log Files > Upload Last Log File

Whenever i try that this message pops up;
error setting certificate verify locations:

CAfile: /var/lib/jenkins/darport/share/curl/curl-ca-bundle.crt

CApath: none
