OBS freezing ONLY when streaming Escape from Tarkov to YouTube

System Specs:
- AMD Ryzen 7 5800X
- GeForce RTX 3080 Ti
- Teamgroup 3200 DDR4 RAM (32GB)
- Windows 11 (all Windows gaming items deactivated)
- I stream and play on the same NZXT PC (don't have separate streaming PC)
- my PC is as lean as can be, I don't have much bloatware or other applications installed
- drivers all up to date
- 1GB fiber connection, wired to Deco mesh network

Things I've noticed when it happens:
- OBS video totally freezes, but the audio mixer is still active
- Zero dropped frames (60fps)
- No OBS error messages
- YouTube stops receiving data, stream is frozen on the YouTube side
- When I try to exit out of OBS after this happens, it's always unresponsive and I always have to alt+F4 to get out
- my RAM usage when OBS and Tarkov are open is around 77% in the CAM - not sure whether that is high or not
- sometimes the video won't always totally freeze, it will just be choppy as hell until I am out of raid, at which point it goes back to being smooth. While the video is choppy, my audio is 100%
- ONLY happens with Escape from Tarkov, never happens with Warzone, West Hunt, etc.
- when I alt+F4 out of the OBS, if I open it back up I can always hook back into YouTube ingest server and start streaming again with no problems

Things I've tried so far:
- reducing stream bitrate (results in potato quality, not something I want to do, but ultimately didn't help anyway)
- ordered 32GB of more RAM, coming soon - not sure if that will help

same here with Dead Space 2023 but not the whole game. it starts suddenly and either stops about 30 seconds later or OBS UI is completely dead (ui preview freeze but still records audio)
OBS uses nearly 80% of gpu time when that happens. i watched this while opening the taskmanager on 2nd screen.
ingame sometimes laggy sometimes it runs normally when this happens.

what i tried so far:
- disable preview
- disable Hardware GPU Scheduler
- downgraded from 29 to 28.1.2

did not help

I'm back on 29 now, also disabled Game DVR completely and set process priority to "higer than normal" but I have not recorded yet.
Nvidia driver version is 31.0.15.2824

I think this is either a problem with a newer version of obs or nvidia driver or some combination of all, combined with windows 11.
I'm using obs studio since 2015 and never had such weird behaviour
