I had zero issues with using my webcam in Streamlabs OBS or in OBS Studio until my power went out last night. The PC was hooked up to a battery backup but it shut off much sooner than the 10 minutes it read on screen so it had a hard shut down. Now my webcam will not show up in OBS Studio and if I try to open the properties for Video Capture Device or try to create a new one it freezes the program.
This issue is happening in both Streamlabs and OBS Studio. Yes this was the beta running in my screenshot and log but I tried version 27 as well to test through steam and it didn't work either. I tried re-installing both programs as well as different versions, I re-installed nvidia broadcast, I had windows check for updates and errors and I've restarted several times. I've disabled several other applications from accessing my camera in Windows just to see if something was conflicting with no positive result.
Here's a screenshot of the camera working in other applications while OBS is frozen or not detecting it. I'm able to create a "Window Capture" of the webcam on Nvidia Broadcast and crop it down to the cam and use it but I don't feel like I should have to resort to that.
