OBS freezes my computer for several minutes at a time on startup

Hello hello, been using OBS for years now, but a couple months back I upgraded my PC, along with a fresh install of windows 10 to boot. After switching and reinstalling OBS, it started freezing my computer for a long while whenever I started it up. Both my monitors would go black, and I wouldn't be able to interact with anything on my PC, but after a few minutes (sometimes up to 10), I'd be able to use my computer and OBS completely fine. Any ideas on how to fix this?

1. Update your drivers
14:07:57.741: Driver Version: 31.0.21905.1001
The release notes on https://www.amd.com/en/support/down...0-400/radeon-rx-500-series/radeon-rx-570.html show the newest version as 31.0.21912.14
2. Display and Game Capture Sources interfere with each other. NEVER put them in the same scene. If you are still having issues with Game Capture then it could be caused by OBS not running as Administrator. This can lead to OBS not being able to Game Capture certain games. To run OBS as Administrator, right click on the OBS shortcut, properties, advanced, check box, ok, apply, ok. If Game Capture still doesn't work, then try Window Capture. Display Capture should only be used for Windows stuff (desktop, taskbar, start menu etc).
3. Your log contains no recording or streaming session. Results of this log analysis are limited. Please post a link to a clean log file.
To make a clean log file, please follow these steps:

1) Restart OBS (possibly as Admin).
2) Start your stream/recording for at least 30 seconds. Make sure you replicate any issues as best you can, which means having any games/apps open and captured, etc.
3) Stop your stream/recording.
4) Select Help > Log Files > Upload Current Log File. Send that link via here.
