Question / Help OBS Frame Rate Dropping

I'm specifically talking about the OBS FPS (bottom right corner). I used to notice this all the time when playing American/Euro Truck Simulator, even though this was w/ my old CPU (i5 4600) and streaming @ 30fps - the stream would dip down to 9FPS. I have since upgraded to an i7-4790k (stock) and can now do 60fps stream on MOST games (the only exception so far being PUBG). I did, however, notice when I played ATS/ETS2 with the new CPU @ 60fps, I did get some FPS drops on OBS, although, not anywhere near as significant as when I streamed those games in 30fps. And a few weeks ago, I started playing Rise of the Tomb Raider, about Medium-High settings, and I noticed a TON of FPS drops in OBS. And again just a few days ago with Wolfenstein: The New Order, this time, getting so bad that I noticed a dip in viewership as the issue persisted throughout most of the game, dipping down to ~45-55fps sometimes. One of my mods told me that the frames was starting to trigger him and he left. I totally understand why he'd leave cause I looked back in the VOD, and my eyes were hurting pretty bad. I would leave too if I were a viewer... Thing is, the game itself only had a slight performance impact through streaming/playing at the same time, only time I would get bad performance was when there was a high amount of activity going on in game/the environment i was in.

Am I the only one having this issue? Because it seems like I am the only one with this issue.

Additionally, I did some test streams on my test account and replicated the issue, along with trying different variables to fix. If someone can please tell me how to fix this on my end, or if it's an issue on OBS's end, I'd like to know. I don't think I should be having any issues since a lot of my friends have pretty much the exact same setup.

EDIT: I forgot to mention, I had some insight on a possible fix to this issue here, but this didn't fix the issue.

Also, this test was done on 1 monitor, to eliminate the possibility of my issue being multiple monitors. That's definitely not the case.

Got same issue since yesterday when i buyed new cpu i5 7600k..atm got my theard open 2 with same problem.
