OBS frame drops when recording or streaming

I have an elgato HD60S+ and whenever I record or stream that game in OBS runs at a framerate below 60 fps for a bit then goes back only to end up doing it again. It drops to 30 far more than it stays at 60. i got a decently beefy pc and am just streaming ps4 games so I shouldn't be having any issues. 4. show you bios ist up2date AMD chipset problems.

5. Disable HDR in windows when activ


1920x1080 with 60 fps didnt work on a bitrate of 2000

min bitrate 6000. for 1080p 60fps

So do I need to download a new driver to fix the bios issue? I'm kind of new to pc equipment so I don't know what that means.
