Question / Help OBS FPS while playing a 30 FPS game?

Should I be limiting the FPS I stream from 60 to 30 when I play a console game with 30 FPS limit?

I thought if I stream 60 fps but the game is 30, OBS just ignores the missing frames and it's all good, is that not the case?

Could someone explain this a little bit in more detail please?

If OBS is streaming with 60 fps, it scans its sources 60 times a second for video data, processes it and sends the frame, whatever it got. If a source updates is 30 fps, its data is updated only 30 times a second, so OBS gets still the same frame every other frame. So OBS sends out a duplicate frame every other frame.

This is a waste of bandwidth. The encoder should be able to compress the duplicate frame quite well, but still a minimum amount of bandwidth is wasted. It also doesn't add to the quality of the stream, so if your main source in OBS is 30 fps, you can and should stream with 30 fps as well.
