OBS fps quartered

After some testing my OBS recording seems to be quartered (if I record at 60fps, the result is 15fps). I have tried a lot of stuff that hasn't worked, even reinstalling OBS. plz help. My logs have been attached.

when i tried to upload it onto youtube to show you the problem, it seems to look like 60fps however when i watch it through video player on windows it isnt. Any ideas? heres the link to the log

use VLC player, not the not so good windows player.
And you still have some thing to do:

use VLC player, not the not so good windows player.
