OBS Flickers In Full Screen.

This seems to only happen in the menu as well, and when I move my mouse.

While I am in a game this doesn't happen. If I run the game Borderless the issue goes away.

I've googled this and tried a number of different things, none which have fixed it.

If you hadn't told me, I might have said that the flickering was intentional in the game. It kinda looks like lightning in a forest. Are you sure that's not what it is?

Positive. Doesn't happen if I run the game Borderless.

Noticed it in another game I was playing a while back too(Ixion).
