Question / Help OBS exceeds bitrate

Why OBS always exceeds established bitrate?
For example if set to 3.300 sometimes it jumps around 4.200. I heard its possible during use of Quick Sync cuz of imperfection of technology, but I use x264 and still has this issue

Hi,

It will be down to your x264 encoding settings where its trying to maintain a certain quality and therefore sometimes jumps outside of the desired bitrate.

Has it always done this? also I see you are running v15.x have you tried this on 16.x

Hi.
Yes on the 16.x same issue.
Strange thing, when Im recording video, bitrate remains stable, but during stream it fluctuates almost +/-1000kbit, no matter what connection used wire or wi-fi
