Question / Help OBS encoding overloaded after win 10 creator update 1709

Hi, I've been streaming with obs on medium preset and run PUBG on the same pc and got no problem before. But this morning, i updated my windows 10 with latest updates. And suddenly when i start streaming obs got overloaded, no settings have been changed before or after the update. On the other hand, PUBG shown average FPS increase by 10-20 fps after win 10 update.

PC specs :
AMD ryzen 5 1600 3.8ghz
16 gb ram
Gtx 1070
Nvme ssd 512gb

Obs settings :
OBS version 20.1
720p 60fps
Medium preset
4000 bitrate
Main profile
Above normal process priority

Make sure that Windows Game Mode and DVR are disabled. They made some changes and removed the global toggle for it.
