OBS Encoding Overload From Nowhere

I Have Been using obs to record in 4k, suddenly for some unknown reason I have been experiencing a constant stutter over my games. my playback remains smooth as if it is catching smooth footage, but has a constant encoding overload on obs tab and when I review captured footage its constantly choppy. I used to be able to record anything with 4k and no lag. dropping off my log here to find some help! Thank you.

Have a look at the Analyzer analysis and address any issues identified..

game mode is disabled in settings and directory... I used task manager to stop running unnecessary apps, and checked video drivers. deleted some scenes out of desperation to see if there was any difference, I went through my settings and made sure everything was native and correct, everything is how it was when I was recording before these problems but now with problems... if the logs dont say anything wrong then idk maybe my pc has a mind of its own... (edit) After all the above overload went from 33% to around 22%. (edit2) downscaled from 4k native to 1080p w/ bicubic to no avail.
