Quality Issue:
I am having an issue with my Elgato HD60 making the quality of my videos low and a bit blurry as shown below despite the fact that it is recorded in 1080p 60fps.

I want the highest quality possible and I have tried meddling around with the Game Capture HD program (if that even helps with OBS) and I am not getting great answers with OBS. I am using settings that I found on YouTube that works fine when I am doing Game Capture or Screen Capture but not great with Video Capture.
Recording Issue:
Simply just that when I record there is a one second delay (roughly) on my recording and my gameplay goes out of sync with my voice.

Nvidia GeForce GTX 1070 8GB
64 bit
Wii U Gameplay Monitor:
Hitachi TV monitor 1920x1080 (unknown model)
PC Monitor:
