Question / Help OBS Dual PC very choppy on Stream PC side.

The current issue at hand is pretty confusing for me. So I run a dual PC setup with an elgato HD60S as my capture card. I updated obs last night to version 23.0.1 and now I am unable to get a clear picture almost at all. I tried rolling back to obs 22.0.3 and still had the same issue.

I use obs studio on the gaming PC and use full screen preview to a "3rd" monitor for the capture card to receive video (so I can continue to game at 144hz). I haven't had an issue with it until today. Anything run on the stream PC such as gifs / webcam / alerts etc. all work as intended, but the capture (whether it is just a game or desktop mouse cursor) is very very choppy. The gaming PC preview is very smooth.

I've tried replacing all my HDMI cables, usb-c cable, even swapped the Elgato HD60S itself to rule it out. I also tried capturing via cloning the monitor at 60hz with the choppiness still there. OBS itself says that no frames are dropped and its a smooth 60fps recording, which is true as the cam and otherwise all run smooth, just capture is choppy. I also tested the Elgato with a console (nintendo switch) and the capture still is choppy (rules out the gaming PC). I've tried changing bitrate, video settings, tried NVENC over x264 encoding, with absolutely no changes.

What are my next options to look for? Thank you in advance!
