OBS DUAL PC SETUP WITH NDI - Twitch stream video feed looks less than 60FPS

According to what a user said through the OBS Discord server, it is probably an NDI issue due to not seeing any issued with the streaming PC log. I can't be 100% sure that it is the issue. My internet download speed is usually in the hundreds, and the upload speed usually stays close to 35. I am scared to get a capture card because I don't know if that is why everything is like this (and I have used one before on previous setups that didn't make much of a difference).

This Twitch streamer is able to get great video quality while playing at an uncapped FPS, it is smooth and not that pixelated at all:

Why can't my video quality meet that? My gaming PC has an i9-13900K and a RTX 4090, the streaming PC has an i7-12700KF and a RTX 3080TI. Both PCs are probably better than what the average Twitch streamer has, yet still can't reach what the streamer in the link above gets.

I will note, the ASUS monitor setting "ELMB" being enabled while the in-game FPS was set to 180 helped, it made the video a bit smoother for recording and streaming, but it is only a temporary fix to me since ELMB dims the screen too much and there should be a way to keep the FPS uncapped!
