Question / Help OBS drops frames when I enter an arena in WoW

Hello,

I am having a problem with my OBS (both regular and Streamlabs) that I've never had before. First off, I used to stream World of Warcraft with little to no lag or frame dropping issues; this just started happening recently and I haven't changed any settings (other than a recent overclock I did in order to try and fix the problem with no success).

The problem is that OBS streams WoW perfectly fine when I am in the normal zones of the game. As soon as I join an arena (which you would think would be less demanding as there are minimal other players and the zone/map is substantially smaller than a city) OBS starts dropping frames from 60 to about 10-15 and my stream is therefore unwatchable. Another problem I WAS having, but seems to be fixed now that I changed my encoder from NVENC to Software (x264), was that OBS would drop frames whenever I click into the WoW window to play the game; but would stream the game perfectly fine whenever I clicked into OBS to make it my "primary window." I don't know if these problems are related, but I found it weird that OBS would stream my game perfectly when the game is in the background, but not the foreground.

I am streaming 1080p/60fps, downscaled from my 1440p resolution.
I have 75 download / 10 upload.
I get 60-200 fps while playing WoW and streaming (in-game).
I stream with 6000 bit rate (but have tried everything from 3000-9000 to try and fix this).
I get the same issue when streaming 720p/60fps.

My PC:
GTX 1080 Nvidia video card
i7-8700k Intel processor
16GB of 3400MHz Ripjaw RAM
ASRock Pro4 motherboard
250GB Samsung SSD
1440p, 1ms, 144MHz, 27' monitor
1080p, 2ms, 60MHz, 24' monitor
80W Gold power supply

Note: I have already tried to turn off Windows 10 game mode, but I don't even have the option to turn it off/on when I go to the gaming tab in Windows settings. Windows key + G does not open a menu either, so I assume it is already off.

Note: Nvidia Shadowplay streams PERFECTLY fine without any lag in arena, but I want the customization of overlays and what not that comes through OBS streamlabs, or even just OBS.

Note: This must NOT be a bitrate or internet issue, as this happens in the OBS screen preview when I'm not even streaming online yet.

Note: Issue appears to be ALMOST fixed when I drop output to 30fps, though I would obviously like 60fps output because I believe my PC can handle that.

Note: The issue appears to happen right when I hit the loading screen to the arena.

If you need ANY other information to help me diagnose this problem, please reply and I will get back to you right away.

I would GREATLY appreciate any help or suggestion to fix this extremely annoying issue.

Update/fix:

After browsing these forums some more, it turns out that I did not have the most updated Windows 10 and therefore did not have the option to turn off Game Mode. Once I downloaded the newest version of Windows 10, I then had the option to turn off game mode and turning off game mode was the solution!

I would recommend anyone having issues of dropped frames in their games turn off game mode.
