Question / Help OBS Drops frame rate when opening a game

So today I was streaming like usual and it worked good, but PUBG had low fps when streaming so I googled a solution. I found out that I need to use Display Capture instead of Game Capture. I did it and it worked fine, got very smooth gameplay, however, I noticed that, even though, the stream is supposed to be 60fps on OBS it displayed that it's running only like 40 or lower. I get no frame drops, and in game fps is good. Now I tried doing it after stream and in this video - https://www.twitch.tv/videos/174348225?t=36 you can see that the frames are low right when I open up my game. It also takes long to load in OBS (stays on black screen for like 10 seconds). I tried doing it with game capture and same happened. This is super frustrating, I even reinstalled obs to default settings and It doesn't work...
