Bug Report OBS Dropping Frames. X-Split Not.

Hello there!

Avid fan of OBS, heavy user, and streamer of 6 years. Been having all kinds of issues lately. Thought it was the ISP cables, so I had those replaced. Thought the issue was one of my PCs, it's not. Tried streaming to multiple websites, same issues. After doing all of that, I finally decided to try out my long lost friend, X-Split. Tested my connection for around 10 minutes with no dropped frames whatsoever. As soon as I use OBS, the issue starts up again. Around 3 weeks ago I had an issues with OBS sending 3500 kbs, and then suddenly (through Twitch Inspector) I would see 100,000 kbs being encoded. OBS had an update, and I moved within a few days of the update. With the ISP tech telling me there was noise on the line, I figured it must be a stability issue on their end considering the latest OBS update fixed stability problems.

At this point in time, I'm convinced there is something seriously wrong with OBS Studio and/or OBS Classic for me. I've done everything from encoding differently, using barely any of my internet speed, redoing all my scenes, etc... There is no fix that I can see besides using a program that I hate (X-Split).

I just want to know if anyone else is having this issue or if there's something I can try and do to resolve this? I'm pulling out my hair at not being able to stream for over a week. Suggestions?
