OBS Dropping Frames When Open, Not Recording or Streaming (10850k, 3080)

Hello,

I've seen a few posts on here already about the same issue, but no one had really found a fix for themselves. My rig is as follows:

CPU: Intel(R) Core(TM) i9-10850K CPU @ 3.60GHz

GPU: NVIDIA GeForce RTX 3080

RAM: 32GB @ 3200

So I had been running a 2 PC setup for about a year and decided I would get better quality streams from using a single PC setup then using an older laptop (i7-7700hq + 1080). The first day after setting it up I was not running OBS in admin mode while trying to play Apex Legends and getting horrible frame loss on OBS. The game was loosing about 40 or so frames but was running well enough. After realizing the admin mode mess up everything runs great when playing Apex. But now when I try to play any other demanding game while OBS is just open, not even recording/streaming, my frame rate plummets

I have tried putting OBS is both NVENC new and x264 on very fast. I've tried lowering my main monitor to 60hz. All my drivers are up to date, all the the settings tied to game mode and the game bar on windows 10 have been set properly. I've created a new scene collection with just 1 scene with display capture and a video source with the same results. I've installed SLOBS and run that with the same results.

At this point I'm thinking this is some kind of bug with the 30 series cards and that I am just lucky that Apex performs well enough to get by. But wanted to see if anyone saw anything in my log that I am missing.
