Question / Help OBS Dropping Frames But Cant Find The Problem

Internet problem (check you connection for package loss and check, if this problem only occurs on the way to Twitch servers or if it is a general problem with your ISP).
btw.: turn Win10 GameDVR off
 
It looks like your internet connection is letting you down. Either you're on wireless, someone or something in your household network is using up too much bandwidth, or your ISP isn't giving you what you bought. Or there could be internet congestion between you and the FTL servers.

i am wired, the only person on the net at the time of streaming at most my wife watches me or i watch my self to make sure things are fine, my ISP is giving me 60 down and 20 up i cheek before every stream so the only think left is internet congestion between me and FTL server but i dont know how to fix that

If that's what it is, there's not much you can do. Post the results of the TwitchTest tool: https://r1ch.net/projects/twitchtest . I know you're not using Twitch but it might generalize the health of your internet connection.
 
This has been a known issue to a lot of mixer streamers ever since they claimed to add ftl support. Do a google search for 'obs ftl' and you should see a github page that has the old obs 18.0 version with ftl plugin. Its the only thing that works for most of us barring streaming to mixer without ftl or switching to xsplit or something.
