My friend is an Overwatch streamer on Twitch but only has 1500 kbps of bandwidth at his disposal from his local IP. He currently has OBS set to 1920 x 1080 with a downscale of 1280 x 720 @ 30 FPS. The stream quality looks poor because of the lack of bandwidth.
My question: What would be an ideal downscale resolution and FPS, so that he doesn't have "skipped frames" and the resulting stream is sharper?
