Question / Help OBS Doesn't use ANY CPU and stream is lagging BAD

Hey guys, first time posting.
Im trying to stream PlayerUnknowns BattleGrounds and am having some huge problems. I've streamed many of other games with no problems. I think my problem is unusual because most people are stating that their cpu is being overloaded. Mine, however, doesn't go over 5% no matter what preset im on. I feel that my computer could handle a little more cpu dedicated to the encoding process. I could be wrong i suppose.
GPU - GTX 960
CPU - I7 4770K
RAM -16GB DDR3

Please help.

Thanks

Code:
02:32:18.698: Output 'adv_stream': Number of skipped frames due to encoding lag: 6 (0.0%)
02:32:18.698: Output 'adv_stream': Number of lagged frames due to rendering lag/stalls: 123804 (21.0%)
02:32:18.698: Output 'adv_stream': Number of dropped frames due to insufficient bandwidth/connection stalls: 69 (0.0%)

This tells me that you're overloading your GPU. Make sure you have FPS capped in the game, and watch your GPU load (both before and after opening OBS with your game running) and make sure you're not hitting 100%. PUB is built on an engine notorious for being horribly optimized and easily maxing out even 10-series GPUs.

i checked the memory usage of my GPU. Its using 99% before and after OBS starts. I have tried different games and all do the same. I have all the settings in PUB are on low or very low. The game runs a good 45-70 fps. OBS starts off really good at a solid 60 fps then tanks shortly after. What i don't understand is the CPU usage is way below 10% and most times only .5%. If the game runs good FPS shouldn't the stream.... ?

Im not very knowledgeable about these things so any help would be appreciated.

This is with both OBS and PUB running at the same time.

Everything looks like it's configured and installed correctly, your PC is just simply overloaded. OBS needs both CPU and GPU to function, if either is maxed out it will cause issues.
