You need to check the Windows System event log as explained on the message.
Windows 10, fully updated, is better than Win 7 or 8*. Win 7 and 8 have no support from Microsoft either. And you still have the free update from this operating systems to Win 10 or 11.
If your computer can't handle Win 10 because is too old, you can always use the stream key instead of login in your Twitch account. Then you can add custom docks for the chat and channel info.

The error appears due to a SSL/TLS communication error. Either it's some updated certificate missing on your PC, which will never be provided, because Windows 8.1 doesn't get any updates any more. Or it's some newer TLS protocol required by Twitch for security reasons, which isn't supported by Windows 8.1 and will never be provided by any update, because Windows 8.1 doesn't get any updates any more.
Move to Windows 11. Don't move to Windows 10, because it's end of life in one year and then you're in the same situation as with 8.1 currently.
