[obs dev noob] Can i create a plugin/module that adds a GUI feature to OBS?

Hi,

I want to add some GUI features to OBS via a plugin/module. They'll present information to the broadcaster. Is this possible?

And am i able to obtain information about OBS externally of the program via an API?

I've looked at the documentation and it's unclear to me about whether either of these are possible.
